A service page answers "what do you do." A service-area page answers "where do you do it." They are different pages with different jobs, and confusing them is the most common structural mistake on local business websites in Broward County.
A service page targets a service, such as slab leak detection or tile roof replacement, and explains the work in depth. A service-area page targets a place, such as Miramar or Weston, and explains how you serve customers in that specific market. Service pages carry the expertise. Service-area pages carry the geography.

Service pages come first because they carry the substance. A service-area page with no service pages behind it has nothing to link to and nothing to say beyond the city name.
Most Broward businesses have one page called Services with a bulleted list of eight things. That is one URL trying to rank for eight different searches with eight different intents. It cannot, and it gives an AI system one shallow paragraph to work with.
Each real service deserves its own page covering: the problem the customer has, what the work actually involves, how long it takes, what it typically costs as a range, what affects that range, and what happens next.

Service-area pages become doorway pages when they are near-duplicates created to capture location searches rather than to genuinely serve a reader in that location.

Google's spam policies define doorway abuse as sites or pages created to rank for specific, similar queries that lead users to intermediate pages less useful than the final destination. Google's John Mueller has said that a set of 1,300 location landing pages would likely be treated as doorway pages.
The threshold is not a page count. It is whether each page is genuinely useful on its own. Thirty-one pages of swapped city names fails that test. Six pages with real local content passes it.
Two secondary failures compound the problem. Publishing a large batch all at once looks like exactly what it is, so space them out. And city pages built in bulk almost always end up orphaned, linked from nothing but the sitemap, which is covered in orphan pages.
The page has to contain something that could only have been written about that city. In practice, include at least four of the following:
If you cannot produce four of those, that city does not get a page yet. It gets a line on your main service-area page until you have earned more.
This is not a rule invented by SEO people. It is the same standard a customer applies. A homeowner in Weston reading a page that says "we proudly serve Weston with quality service" learns nothing and leaves.
Service pages: one per service you genuinely want to sell. If you offer 12 things but 80% of revenue comes from 4, build those 4 properly first and add the rest as they earn attention.
Service-area pages: 4 to 8 for a typical Broward service business, covering the cities that actually produce paying work. Start with your CRM or your invoices rather than a map. The cities where you have done real jobs are the cities where you can write real pages.
Expand as you earn content, not before. Finished your first three jobs in Cooper City? Now you have photos, reviews, and detail. Now that page can exist.
